Within reason, a website can be completed for a flat rate. The price you are quoted upfront will always stay the same. Hosting and maintenance services are included in the price for one year, however the cost will not be deducted should you choose to use your own plan.
There is a huge curve in web design prices these days due to the ease of 'WYSIWYG' (what you see is what you get) software editors. You can find someone out there who will tell you that they can do a full website for next to nothing. Be advised, if that's the route you choose, you will "get what you pay for". Too often people will spend some money on software, learn how to use it well enough to actually get the pages up on a website somewhere - and call themselves a designer or even worse, a developer (far more technical!).
